Sharee Doak: In the landline network, the central office provides dial tone, the indicator that a circuit is available to accept information to make a call. Providing dial tone to a mobile subscriber requires that either 1) the handset itself generates the tone or 2) the network provides the tone. The mobile can get that open circuit info merely by checking its control channel to see if a circuit is available. However, providing the dial tone is a problem. 1) is a problem when different handset manufacturers can't agree on the specs for anything, much less an audio tone. 2) requires that airtime be allocated just so the central office can provide dialtone. Airtime is resources used, and resources used is money, and if resources used just to determine if you have dialtone is money not being collected, 2) won't happen.
